CBN Fintech Licence in Nigeria: Which One Do You Need and How to Get It (2026)

ByEBC Consults•Updated March 2026•11 min read•Part of our Regulatory Permits Guide

Nigeria is Africa’s largest fintech market. From Lagos to Abuja, payment startups, digital lenders, mobile money operators, and investment platforms are reshaping how 200 million Nigerians access financial services. But behind every legitimate Nigerian fintech sits one non-negotiable foundation: a Central Bank of Nigeria licence.

Without the right CBN licence, you cannot legally process a single naira of customer transactions. More critically, choosing the wrong licence category — or applying without understanding the requirements — can cost you months of delays, millions in aborted applications, and in some cases permanent disqualification.

This guide explains exactly which CBN fintech licence your business needs, what the capital requirements are, how the application process works in 2026, and what EBC Consults does to get Nigerian fintechs licensed correctly the first time.

What CBN licence does a fintech company need in Nigeria?

The correct CBN licence depends entirely on your business model. Payment gateway companies need a PSSP licence. POS terminal deployers need a PTSP licence. Mobile money and e-wallet operators need an MMO licence. Payment routers need a Switching licence. Each has different minimum capital requirements, permitted activities, and restrictions. Getting the category wrong means starting the entire application process again.

Nigeria’s Fintech Licence Framework — Four Categories Under BOFIA 2020

The CBN’s landmark circular of 9 December 2020 introduced a clear four-category payment licence classification system under the Banks and Other Financial Institutions Act (BOFIA) 2020. Payment Service Providers (PSPs) are now formally recognised as Other Financial Institutions (OFIs) under direct CBN supervision.

Category 1 — PSSP: Payment Solution Service Provider
Authorises payment gateway services, online payment processing, merchant integration, and payment infrastructure. PSSPs are the bridge between merchants, banks, and customers. PSSPs cannot hold customer funds.
Minimum capital: ₦250 million paid-up + ₦100 million refundable CBN escrow
Category 2 — PTSP: Payment Terminal Service Provider
Authorises deployment, management, and maintenance of POS terminals and payment hardware infrastructure. PTSPs manage the physical payment terminal ecosystem — placement, connectivity, servicing, and transaction routing from POS devices.
Minimum capital: ₦100 million paid-up + ₦100 million refundable CBN escrow
Category 3 — MMO: Mobile Money Operator
Authorises mobile money services including electronic wallets, funds storage, funds transfer, bill payments, and agent banking. MMOs are the only licence category permitted to hold customer funds. MMOs must operate under a holding company structure — they cannot combine with Switching operations under the same entity.
Minimum capital: ₦2 billion paid-up + ₦2 billion refundable CBN escrow
Category 4 — Switching Company
Authorises payment switching and processing — routing transactions between financial institutions, card networks, and banks. This is the infrastructure layer of Nigeria’s payment system. Must operate within a holding company structure.
Minimum capital: ₦2 billion paid-up + ₦2 billion refundable CBN escrow
📌 One Critical Rule — Only MMOs Can Hold Customer FundsUnder the CBN 2020 circular, only Mobile Money Operators may legally hold customer funds. If your business model involves storing customer balances in wallets or accounts, you need an MMO licence — not a PSSP. Holding customer funds with a PSSP licence is a regulatory violation that can result in licence revocation.

Which Licence Do You Need? — Decision Guide

If your business does this… You need You cannot do
Payment gateway / checkout for merchants — card payments, bank transfers, USSD PSSP Hold customer funds; issue wallets
Deploy and manage POS terminals for merchants and agents PTSP Process online payments; hold funds
Operate e-wallets, mobile money, agent banking, digital savings MMO Combine with switching under same entity
Route transactions between banks and payment processors Switching Combine with MMO under same entity; hold funds
Test a novel fintech product not fitting existing categories CBN Sandbox Process live commercial transactions beyond sandbox scope
Many Nigerian fintechs hold multiple licences as they scale. Each requires a separate application. Switching and MMO must always be held by separate subsidiaries under a holding company.

Capital Requirements — The Complete Financial Picture

Licence Min. Paid-Up Capital Refundable CBN Escrow Application Fee Licence Fee (on approval)
PSSP ₦250 million ₦100 million (lump sum) ₦100,000 ₦1,000,000
PTSP ₦100 million ₦100 million (lump sum) ₦100,000 ₦1,000,000
MMO ₦2 billion ₦2 billion (lump sum) Contact CBN Contact CBN
Switching ₦2 billion ₦2 billion (lump sum) Contact CBN Contact CBN
The escrow deposit is held by CBN during the application and returned with accrued interest upon approval. It must be paid in full, in one lump sum, before processing begins.
💡 Pro Tip — Start with PSSP, Scale to MMOMost Nigerian fintech startups begin with a PSSP licence given its significantly lower capital threshold. As revenue grows and the model evolves to include wallet services, an MMO licence can be applied for separately. Many of Nigeria’s leading payment processors started as PSSPs before expanding their licence portfolio.

The Application Process — AIP to Final Licence

1

Pre-Application Consultation with CBN

Engage the CBN Payments System Management Department before formal submission. Confirm licence category, clarify documentation requirements, and identify eligibility concerns before committing the escrow deposit. EBC Consults manages this engagement on behalf of clients.

2

Submit Full Application Package

Submit to the Director, Payments System Management Department, CBN, Abuja. Application must include: formal letter, CAC documents, evidence of paid-up capital and escrow deposit, M&A, business plan, board and management CVs with fit-and-proper declarations, IT security certifications, AML/CFT policy, KYC framework, consumer protection policy, and executed agreements with technical partners and banks.

3

CBN Review and Approval-in-Principle (AIP)

The CBN reviews the application. The CBN may request additional information. Upon satisfactory review, an Approval-in-Principle (AIP) is granted — valid for 6 months within which you must meet remaining conditions and apply for the final licence.

4

Pay Licence Fee and Apply for Final Licence

Pay the licence fee (₦1,000,000 for PSSP/PTSP) and submit the final licence application within 6 months of AIP.

5

CBN On-Site Inspection and Final Licence

CBN conducts a physical inspection of your premises — verifying infrastructure readiness, IT security, operational processes, and staffing. If satisfactory, the Final Licence is issued and the escrow deposit is returned with accrued interest.

Ongoing Compliance Obligations

  • Annual licence renewal — failure to renew results in licence suspension
  • Monthly transaction reporting to the CBN
  • AML/CFT compliance — KYC processes and Suspicious Transaction Reports (STRs)
  • Consumer protection compliance — CBN consumer protection framework
  • Cybersecurity — ongoing PCI-DSS compliance and CBN cybersecurity framework
  • Capital adequacy — maintaining minimum capital at all times

Frequently Asked Questions — CBN Fintech Licence Nigeria

What CBN licence does a fintech company need in Nigeria?
The correct licence depends on your business model. Payment gateway companies need a PSSP. POS terminal deployers need a PTSP. Mobile money and e-wallet operators need an MMO. Payment routers need a Switching licence. Getting the category wrong means restarting the entire application.
How much capital do I need to start a fintech in Nigeria?
PSSP — ₦250 million paid-up plus ₦100 million refundable escrow. PTSP — ₦100 million plus ₦100 million escrow. MMO — ₦2 billion plus ₦2 billion escrow. Switching — ₦2 billion plus ₦2 billion escrow. The escrow must be deposited as a lump sum before processing begins.
How long does it take to get a CBN fintech licence in Nigeria?
AIP typically takes 3 to 9 months from a complete application. After AIP you have 6 months to meet conditions and obtain the final licence. Total timeline is typically 9 to 18 months.
Can a foreigner get a CBN fintech licence in Nigeria?
Yes, but the company must be incorporated in Nigeria. Foreign investors can hold shares. Nigerian directors meeting fit and proper criteria are required. Wholly foreign-owned companies also need a Business Permit from the Ministry of Interior.
What is the difference between PSSP and MMO licences?
A PSSP processes payments but cannot hold customer funds. An MMO operates mobile money and is the only category permitted to hold customer funds in wallets. If your model involves stored customer balances, you need an MMO — holding funds as a PSSP is a CBN regulatory violation.
What is the CBN Regulatory Sandbox?
The CBN Sandbox allows innovative fintech products to be tested in a live but controlled environment without full licensing. No minimum capital requirements. Startups with novel products not fitting existing categories can apply. Successful participants use results to support a full licence application.
